Haryana's electricity regulator has halted further action on a proposed parallel power distribution licence for Gurugram and Nuh. The decision follows a state government direction against operationalising such licences across Haryana.

A Licence Followed by a Halt

The Haryana Electricity Regulatory Commission's order of 28 October records that it had allowed a 25-year parallel distribution licence to Eleven Power Private Limited on 19 October. The company accepted the terms on 21 October and said it was taking implementation steps.

On 26 October, the Haryana government directed that no parallel distribution licence should be created or made operational in the state. The commission said it would not proceed further in the matter for as long as that direction remains operative. It also rejected the company's request for advance notice and a hearing on proceedings concerning the licence.

The exact distinction matters: the order says the commission will not proceed while the direction remains in force. It does not establish that consumers have already gained a new supplier, nor does it promise a future tariff change.

Why the Decision Matters

A parallel licence would have allowed another distributor to operate alongside the existing utility, Dakshin Haryana Bijli Vitran Nigam, subject to implementation. Business Standard reports that Eleven Power had planned phased investment and eventual supply. Those plans were forward-looking, not completed infrastructure.

The Indian Express describes a strike by electricity employees and concerns about public utility revenue, jobs and tariffs. Supporters of competition and opponents of the licence see the potential consequences differently. Neither the licence nor the halt alone proves what future bills or reliability would have been.

What to Check

  • Check the supplier name, billing period, consumption in units and charges on your current electricity bill. The order does not itself change your supplier or tariff.
  • Check subsequent orders on HERC's published order for any change to the position.
  • For a service issue, document the location, outage period and complaint reference with the existing utility before comparing claims about reliability.
