FPI Flows: New Issues Draw Buying as Listed Shares Lose
Karthik posts articles on Energy and Construction.
Summary
Foreign portfolio investors can buy into new issues while reducing their exposure to existing listed shares. Recent reporting highlights this divergence, but it does not establish that IPOs are safer or that foreign investors have reached a single verdict on Indian equities. Financial Express, citing JM Financial’s September tracker, reported ₹85,500 crore of primary market net inflows against ₹3,64,800 crore of secondary market net outflows over the 12 months ending September 2026. These are different investment routes within the same reporting period India’s FII paradox: $9.2 billion into IPOs, $39 billion pulled from listed stocks.

Financial Express, citing JM Financial’s September tracker, reported ₹85,500 crore of primary-market net inflows against ₹3,64,800 crore of secondary-market net outflows over the 12 months ending September 2026. These are different investment routes within the same reporting period -> India’s FII paradox: $9.2 billion into IPOs, $39 billion pulled from listed stocks.
Primary-market buying is broader than IPO demand
The distinction matters because “primary market” should not automatically be translated into “IPOs”.
SEBI’s annual-report chapter describes the “Primary Market and Others” category as including primary-market purchases and instruments such as preferential allotments, rights issues and bonus shares. The underlying tracker’s transaction breakdown would be needed to establish an IPO-only figure -> Chapter 6: Foreign Portfolio Investors.
There is another distinction within an IPO itself. SEBI’s investor-education material explains that an offer can comprise fresh shares, shares sold by existing investors, or both. Subscription therefore does not necessarily mean that the entire amount becomes new capital for the company -> How to invest in Initial Public Offer?.
What the figures cannot establish
Aggregate buying and selling do not identify the decisions of individual funds. Different investors may have different mandates, sector preferences, valuations and investment horizons.
The figures also cannot establish that institutional participation makes a particular offer attractively priced. That judgement requires company-level evidence.
Vantage’s earlier Anarock coverage examined why an IPO’s earnings narrative must be assessed alongside operating cash flow -> Anarock Profit Rises 53 Ahead of 1,000 Crore IPO, but Operating Cash Flow Turns Negative.
What investors should watch next
A transaction-level breakdown would clarify how much of the reported primary-market inflow came from IPOs rather than other routes. Comparable data across subsequent months would show whether the divergence persists.
For prospective IPO investors, the more immediate questions concern valuation, cash generation, the use of fresh proceeds and the proportion being sold by existing shareholders. Market-wide flows provide context; they do not answer those questions.
