Gurugram Power Choice What Residents Should Check
Summary
A proposed second electricity distributor is on hold. A second electricity distributor can sound like a chance to choose a better service. But after Haryana's regulator halted further action on a parallel licence for Gurugram and Nuh, residents should distinguish a proposed choice from one they can actually exercise. What changed? The HERC order dated 28 October says the commission had allowed a 25 year parallel licence to Eleven Power Private Limited on 19 October, and that the company accepted its conditions.

A second electricity distributor can sound like a chance to choose a better service. But after Haryana's regulator halted further action on a parallel licence for Gurugram and Nuh, residents should distinguish a proposed choice from one they can actually exercise.
What changed?
The HERC order dated 28 October says the commission had allowed a 25-year parallel licence to Eleven Power Private Limited on 19 October, and that the company accepted its conditions. Haryana then directed that parallel distribution licences should not be created or made operational in the state. HERC said it would not proceed further in the matter while that direction remains operative.
This is a pause in the process described by the regulator. It is not evidence that a competing supplier has begun serving homes, that a customer's contract has changed, or that electricity rates will rise or fall. Any later change needs a further official decision or implementation announcement.
Would competition have lowered bills?
Not necessarily. A parallel licence concerns the ability of another distributor to serve an area alongside the existing utility. The actual choices available to a particular home would depend on an operational network, applicable tariffs, connection terms and the relevant approvals. Until there are comparable offers and operating records, it is not possible to calculate a household saving.
Business Standard reports that Eleven Power proposed phased capital spending and a later start to supply. A plan is not a completed network. The state raised concerns about public interest and finances, and employee unions opposed the licence. Competition might encourage service improvements, but its effect on charges, universal access and the incumbent's finances depends on design and evidence rather than a label.
For a flat owner or tenant, the immediate practical question is simpler: what is the present arrangement, what does the bill measure, and how reliable is the service? Apartment residents should also check whether the society bills individual homes and how common-area power or backup costs are allocated. A lower per-unit headline rate, if an alternative ever becomes available, would not by itself describe total cost.
How can service quality be compared?
Keep the distinction between the grid connection and building backup. A generator may keep selected circuits running during an outage but can add fuel or maintenance costs. Rooftop solar can reduce some grid purchases under the applicable arrangement, but it does not automatically provide backup during a power cut. Ask the installer and society how the particular system operates.
A useful comparison needs the same period, unit consumption and inclusions. Record outage start and restoration times as well as complaint numbers. These observations are household records, not proof of system-wide reliability. Neighbours may have different experiences within the same city, and a short period may not represent summer demand or storm conditions.
What Gurugram and Nuh Residents Can Do Now
- Check your supplier and tariff category on the latest utility bill or the society's billing statement. Compare units, fixed charges and taxes or other line items for the same billing period. The comparison point is the total payable, not a quoted unit rate alone.
- Record outages with date, duration and complaint reference using your existing utility's official complaint channel. Compare equivalent months when reviewing service, as an editorial screening guide rather than a statutory reliability standard.
- Ask your society for the allocation method for common power and backup, and check whether your flat has an individual meter or a society allocation. Confirm which charges are included before comparing alternatives.
- Check the official HERC order and HERC’s subsequent public records for later orders. Do not assume a proposed network is operational until an official notice confirms the position for your area.
- Compare costs using your own bill. As a hypothetical illustration, a bill with Rs 1,800 in energy charges, Rs 200 fixed charges and Rs 100 other charges totals Rs 2,100 for that period. An alternative with a lower energy component can still cost more if its other charges exceed the saving. This is not a tariff quote.
If you have recurring outages, consider maintaining a log and escalating through the utility's complaint process. If your supply and bill are stable, a routine review may be sufficient while the licence remains on hold. Watch for a new HERC order, a change to the government's direction and any verified area-specific operating notice; timing is not yet known.
FAQ
Can residents switch to Eleven Power now?
The 28 October order says HERC will not proceed further while the state direction remains operative. It does not establish a currently available new service.
Did the order change existing tariffs?
The order addresses the licence process. It does not announce a household tariff change.
What is a parallel distribution licence?
It is an arrangement allowing an additional licensed distributor alongside an existing distributor in an area, subject to the applicable legal and implementation requirements.
Does a licence guarantee lower bills?
No. Charges and service would depend on approved tariffs, availability, connection terms and actual performance.
Are society backup charges part of the utility tariff?
They can be separately allocated by a building. Check your society's statement and the utility bill to see what each charge covers.

Evidence Caveats
The order explains the current procedural position but does not estimate future household savings or reliability. Planned investment and supply are attributed to press reporting. The bill example is hypothetical and excludes any assumed tariff changes. Future legal or policy decisions could alter the position.
