The Delhi Development Authority (DDA) has approved the Delhi Master Plan 2047, setting out a long-term framework that could change where homes are built, how densely neighbourhoods develop and which parts of Delhi and the wider NCR attract real estate investment.
The plan estimates that Delhi could need around 40 lakh additional homes by 2047 as the population grows and household sizes shrink. It proposes a combination of smaller homes, rental housing, redevelopment of existing neighbourhoods, land pooling and higher-density development around public transport.
Housing is at the centre of the proposal. The plan encourages homes with carpet areas of about 25 to 60 square metres, while also proposing rental housing such as hostels for students and young workers, shared accommodation and dedicated worker housing. Land-pooling areas and Transit-Oriented Development (TOD) zones around major transport hubs are expected to contribute significantly to future supply.
The plan could also shift attention towards areas that have historically been less connected to Delhi's main employment centres. Narela-Bawana, Alipur, Kanjhawala and the Mundka belt have been identified in source reports as potential beneficiaries of better road and public transport connectivity. India Today also highlighted the proposed Narela Metro depot and the Rithala-Kundli corridor as part of the connectivity push.
The impact could extend beyond Delhi's boundaries. Industry executives cited by The Economic Times and India Today expect better connectivity to strengthen the integration of Delhi with markets such as Noida, Greater Noida and Faridabad. That could increase the importance of well-connected NCR locations as Delhi faces pressure on land and infrastructure.
Construction rules are another major part of the proposal. The DDA has approved changes to the Unified Building Bye-Laws aimed at reducing early No-Objection Certificate requirements from multiple departments. Industry experts quoted by The Economic Times said this could improve regulatory clarity and reduce delays for developers.
The plan also proposes redevelopment of ageing housing, including older DDA properties and cooperative housing societies. A separate policy cleared by the DDA would allow redevelopment of certain older two-storey DDA homes, subject to prescribed building, safety and development norms.
For property buyers and investors, however, the most important caveat is timing. The DDA approval is not the final notification. The plan has been sent to the Ministry of Housing and Urban Affairs for final approval and subsequent notification. Until that process is completed, its provisions should not be treated as fully operational changes to Delhi's property market.
The significance of the blueprint, therefore, lies less in an immediate property boom and more in the direction it sets: more housing on limited land, greater use of redevelopment, denser growth around transit and a possible expansion of Delhi's real estate geography into currently less-connected areas.
