Centre Restructures Housing Ministry, Realigns DDA, PMAY-U and RERA Administration

The internal administrative overhaul is aimed at improving coordination between key housing and urban development functions within the Ministry of Housing and Urban Affairs.

The Union government has carried out an internal restructuring of the Ministry of Housing and Urban Affairs (MoHUA), revising the administrative arrangement for the Delhi Development Authority (DDA), the Pradhan Mantri Awas Yojana–Urban (PMAY-U) and functions related to the Real Estate (Regulation and Development) Act (RERA).

According to officials cited in the restructuring, the revised framework is intended to improve coordination between departments responsible for housing policy, urban development and programme implementation. The changes are administrative and are aimed at streamlining the ministry's internal functioning.

The restructuring comes as the Centre continues to focus on affordable housing, urban infrastructure and planned city development. PMAY-U remains the government's flagship urban housing programme, while DDA oversees land development and housing in the National Capital Region. RERA continues to serve as the regulatory framework for the real estate sector through state-level authorities established under the Real Estate (Regulation and Development) Act, 2016.

Officials said the revised administrative structure is designed to improve coordination between policy formulation and programme implementation. However, the restructuring does not alter the statutory powers of state RERA authorities or change existing housing schemes and subsidy programmes.

The government has not announced any legislative amendments or new policy measures alongside the administrative changes. Existing responsibilities under PMAY-U, DDA and RERA continue to operate within their respective legal frameworks.

The restructuring reflects the Centre's effort to improve internal coordination within the Ministry of Housing and Urban Affairs. Its practical impact will become clearer as the revised administrative framework is implemented.
