UP-RERA Makes Digital Quarterly Certificates Mandatory from September 2026

The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has made the digital submission of quarterly certificates by architects, engineers and chartered accountants mandatory for registered projects from the quarter ending September 30, 2026.

Under the new system, promoters will be able to upload their quarterly progress reports (QPRs) only after the required certificates have been filed digitally through the UP-RERA web portal, according to a report published by ETRealty.

The certificates must be submitted under the digital signatures of the professionals engaged by the promoter. The move marks a shift from the existing process, under which promoters submit their quarterly achievements against physical and financial targets along with scanned copies of certificates and visual evidence of construction progress.

The new arrangement will allow architects, engineers and chartered accountants to submit their certificates directly, rather than relying on promoters to upload scanned documents. UP-RERA plans to use the professionally certified data to generate quarterly achievement records, reducing the need for promoters to enter progress information separately.

The authority said the change is intended to improve the accuracy, transparency and timeliness of information available on the progress of real estate projects.

The requirement is also part of the transition towards the planned UP-RERA 2.0 web portal. Because the existing portal and the upcoming system use different formats for recording project targets and achievements, UP-RERA has asked promoters to ensure that the required professionals begin filing statutory certificates digitally from the September 2026 quarter.

Until the UP-RERA 2.0 portal is launched, promoters will continue to submit quarterly achievement details through the existing portal in the current format. However, the information collected through the new digital certification process during this transition will be used to calculate fresh quarter-wise targets for projects when the new platform becomes operational.

For homebuyers, the change could make project progress information more reliable by placing greater responsibility on the professionals responsible for certifying construction and financial milestones.

UP-RERA chairman Sanjay R. Bhoosreddy said the objective was to make project-related information more transparent, accurate and up to date. According to ETRealty, he said that digitally submitted certificates, authenticated by the professionals' digital signatures, would help ensure the availability of professionally certified information on the progress of individual projects.

To support the transition, UP-RERA is setting up two help desks—one at its headquarters in Lucknow and another at its regional office in Greater Noida. Assistance will be available through telephone and in-person interactions for promoters and professionals handling certificate submissions and project data updates.

The authority is also expected to issue a detailed direction-cum-standard operating procedure covering the filing of digitised certificates and the migration of registered projects to the UP-RERA 2.0 portal.

The change places Uttar Pradesh among regulators pushing for more direct digital verification of project information, potentially giving buyers and regulators a clearer view of whether registered projects are progressing in line with the commitments made at the time of registration.
