Mumbai 3.0: 323-sq-km new town across 124 Raigad villages moves into master-planning phase

Maharashtra's proposed Mumbai 3.0 has moved into its detailed planning phase, with the Mumbai Metropolitan Region Development Authority (MMRDA) appointing Singapore-based Surbana Jurong Infrastructure Pte Ltd to prepare the vision document and master plan for a 323.44-sq-km new town in Raigad district.

The proposed development, known as the Karnala-Sai-Chirner (KSC) New Town, will cover 124 villages across Uran, Panvel and Pen talukas. The Maharashtra government plans to develop the area as a new urban and economic centre between Mumbai and Navi Mumbai.

The appointment of Surbana Jurong marks the beginning of the detailed planning exercise. The firm will prepare the project's vision document, master plan and comprehensive planning framework, according to India Today.

A planned urban centre near Atal Setu

The location is central to the government's plans for Mumbai 3.0. The proposed town lies near the influence zones of the Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu and Navi Mumbai International Airport.

The area is also expected to benefit from road, metro, rail, airport and logistics connectivity as the wider Mumbai Metropolitan Region develops. India Today reported that the proposed town is intended to include modern townships, commercial areas, logistics parks and employment centres.

The project is therefore being planned as more than a residential extension. The government envisions an urban centre with housing alongside economic activity and institutions linked to sectors including education, healthcare, technology, innovation and commerce.

Land acquisition is underway

MMRDA began the land acquisition process for the area in April 2026, according to India Today.

Landowners have been offered multiple compensation options, including monetary compensation, Floor Space Index (FSI), Transferable Development Rights (TDR) and a land-pooling model. Under land pooling, eligible landowners can receive a portion of the developed land in return for contributing their land to the project.

The acquisition process means the project has moved beyond a purely conceptual stage, but the master plan will still determine how the proposed 323.44-sq-km area is ultimately organised.

Master plan will shape the development

Surbana Jurong's work will establish the planning framework for the proposed new town. That includes determining how the area is developed as an urban centre and how its different uses and infrastructure are organised.

For the government, the broader objective is to expand the Mumbai Metropolitan Region by creating another centre for population, employment and economic activity. India Today reported that Mumbai 3.0 is being positioned as part of Maharashtra's strategy to address population and infrastructure pressure on Mumbai and Navi Mumbai.

But the project remains at the planning stage. No new township or large-scale residential development can be treated as an established outcome of Mumbai 3.0 until the master plan and subsequent development decisions are finalised.

The appointment of Surbana Jurong is the next major step in that process. Its planning work will determine how the proposed KSC New Town across 124 villages takes shape over the coming years.
