Centre proposes mandatory energy ratings for large buildings

The draft framework would require large commercial and institutional buildings to obtain energy performance ratings based on operational energy use.

The Centre has proposed making Energy Performance Ratings (EPRs) mandatory for commercial and institutional buildings with a built-up area of more than 20,000 square metres. The draft framework, issued by the Bureau of Energy Efficiency (BEE) under the Ministry of Power, has been released for stakeholder consultation.

Under the proposal, eligible buildings would be assessed and assigned ratings based on their operational energy consumption. The framework is intended to establish a standard method of measuring building energy performance and encourage improvements in operational efficiency.

The proposed ratings would complement existing regulations under the Energy Conservation Act and the Energy Conservation Building Code (ECBC). While the ECBC focuses on energy-efficient building design, the new framework would assess how efficiently occupied buildings perform in day-to-day operations.

According to the draft, greater transparency around energy performance could encourage building owners to invest in efficiency measures such as upgraded air-conditioning systems, improved insulation, efficient lighting and building management technologies.

The proposal is expected to affect owners and operators of large commercial and institutional properties, who may need to comply with new reporting and certification requirements if the framework is notified in its current form. Industry stakeholders are expected to review the draft closely, particularly its implementation timelines, compliance requirements and certification process.

The draft framework is currently open for consultation, and the government may revise the proposal before issuing the final regulations. If implemented, the new rating system would introduce a standardized method for assessing the operational energy performance of large buildings across India.
