If West Bengal scraps the Urban Land Ceiling Act, will Kolkata homes actually become cheaper?
West Bengal Finance Minister Swapan Dasgupta says the Urban Land Ceiling Act “has to go”, potentially removing a longstanding obstacle to assembling large urban land parcels.
For developers, that could make large housing projects, townships, commercial developments and institutional investment easier.
But there is an interesting catch.
More developable land does not automatically mean cheaper land.
If repeal suddenly improves what can be built on a strategically located parcel, that land could actually become more valuable. Developers competing for the best sites could push acquisition prices higher even as overall development opportunities expand.
So there are two forces:
More developable supply → potentially positive for housing supply.
Higher development potential → potentially positive for land values.
And the Act has not yet been shown to have been formally repealed, so neither outcome should be treated as observed fact.

What would matter more for Kolkata homebuyers: more land being unlocked, or keeping the cost of that land under control?
