GST relief: Is eligibility or cash recovery the bigger issue?

From Vantage Editorial

The GST Council’s latest recommendations give us a more specific basis for discussing ITC reform. But they do not establish blanket credit for commercial-building construction.

Our companion analysis separates newly eligible credit, the ability to use it and the timing of cash refunds. These can affect a business differently.

For example, recovering an existing receivable earlier may lower financing costs without creating any additional tax credit. That distinction matters when developers or investors assess a claimed project saving.

We would like to hear your experience:

  1. Which creates the greater difficulty in your business: non-recoverable tax, accumulated credit or refund delays?
  2. What evidence should support a developer’s claim that GST reform has reduced a project’s cost?
  3. Where should a verified benefit go: lower prices, reduced borrowing or further investment, and why?

Please distinguish effective rules from recommendations and avoid sharing confidential returns, invoices or account details.

Comment in this thread with your reasoning, practical experience or counter-evidence. Questions and different interpretations are welcome.
